Intelligence Specialist 1st Class (IS1) Derek S. Tessier, who graduated from Howell High School in 2013, has been named the 2025 Navy Reserve Sailor of the Year (RSOY), earning one of the highest honors awarded to enlisted sailors in the Navy Reserve.
Selected from a competitive field of more than 12,000 eligible First Class Petty Officers, Tessier serves at the Office of Naval Intelligence (ONI) Brooks Center for Maritime Engagement in Washington, D.C., where he supports key intelligence missions vital to national security.
In his civilian career, Tessier works in counterintelligence, a role that provides cross-functional expertise he brings to both his military service and his work in support of U.S. defense efforts. His dual professional paths reinforce one another, strengthening his contributions in each arena.
Tessier was formally recognized on May 29, 2026, during a ceremony held at the Pentagon Hall of Heroes in Arlington, Virginia. He received the honor from Acting Chief of Navy Reserve Rear Adm. Richard S. Lofgren, who praised his dedication, leadership, and exceptional service.

As part of the Navy’s recognition, Tessier will participate in Chief Petty Officer (CPO) Initiation, after which he will be meritoriously advanced to the rank of Chief Petty Officer, one of the most respected leadership roles in the Navy’s enlisted ranks.
Tessier’s achievement brings pride to the Howell community and highlights the outstanding contributions of local service members supporting national defense.
